Abstract

Digital transformation has become a key element in efforts to promote inclusive and sustainable regional economic growth. In West Java, major challenges include low financial inclusion, limited access to funding for micro, small, and medium enterprises (MSMEs), and a lack of transparent systems for recording and distributing creative and local economic products. This study introduces and evaluates SABAM-BLOCKCHAIN, a decentralized blockchain-based ecosystem designed to strengthen the digital economy at the community level. The system integrates smart contracts, non-fungible tokens (NFTs), and a Delegated Proof of Stake (DPoS) consensus mechanism to enable asset tokenization, community-based incentive distribution, and automated, Sharia-compliant microfinance services. The paper explores the system’s architectural design, implementation scenarios for MSMEs in West Java, and its potential integration into local government digital systems. The impact analysis shows that SABAM-BLOCKCHAIN can expand market access, increase transaction transparency, and strengthen the stability of the microeconomy in a sustainable way. This paper recommends collaborative strategies among local governments, academic institutions, industry players, and technology communities to build an inclusive and adaptive blockchain-based digital ecosystem in West Java.
