Abstract

Digital transformation demands a human capital development system that is adaptive, measurable, and data-driven. West Java, with over 50 million people and diverse economic structures, faces a persistent skills mismatch between educational outcomes and labor market needs. This study designs and evaluates SABANDA (Sistem Akselerasi Bakat dan Data Talenta Jawa Barat) as an innovative labor market instrument within the West Java Data Ecosystem. Using a Design-Based Research (DBR) approach, SABANDA was developed through design, prototyping, and field testing with 500 respondents. The system comprises five core modules: Talent Profiling, Microlearning & Microcredential, AI Job Matching, Government Dashboard, and Credential Vault. All designed for interoperability. Usability testing through the System Usability Scale (SUS) yielded a score of 73 (Good), confirming the system’s feasibility as a data-driven policy tool. Spatial analysis of 27 districts and municipalities revealed four clusters of microcredential needs: Advanced Digital Metropolitan, Industrial & Manufacturing Hubs, Education- and Digitization-Vulnerable Areas, and Urban–Rural Transition Zones. Institutionalizing SABANDA enables governments to map skills, reduce education–employment mismatches, and strengthen workforce competitiveness in line with the West Java Medium-Term Development Plan (RPJMD) 2025– 2029.
