Economic disparity between urban and rural areas remains a critical challenge in West Java, with a Williamson Index above 0.5 (BPS, 2023), indicating unequal income distribution. The Rebana region, designated as a national strategic project and a new growth hub, holds significant potential for regional transformation; however, surrounding rural areas remain underintegrated into the digital development framework. This study aims to formulate an inclusive Smart Village strategy as a digital economic transformation model for rural Rebana. A qualitative exploratory method was employed through case studies in three pilot villages: Jatiwangi (Majalengka), Lemahabang (Cirebon), and Sukamandi (Subang). Data was obtained through observation, interviews, and studies of local policy documents (RPJMD, BI Digital Outlook 2022). The findings reveal that strengthening digital infrastructure, providing digital skills training for rural youth, and integrating local MSMEs into digital ecosystems can drive more inclusive rural economic growth. The implications of this study recommend a multi-sector collaborative “Inclusive Smart Village” policy model, which can be replicated in other regions to support the stability and equitable economic growth of West Java in a sustainable manner.
